Robert “Bob” Barker is the Chief Development Officer of the Infrastructure Division for the Houston Airport System (HAS). Barker is responsible for the effective planning to guide the long term capital development of Houston’s three airports, overseeing the administration of planning, design and construction contracts in support of the long term and short term capital projects, analyzing operations and implementing best practice policies and procedures at HAS. He’s also responsible for the effective delivery of in-house and contracted maintenance services at George Bush Intercontinental Airport (IAH), William P. Hobby Airport and Ellington Airport. A retired U.S. Navy engineering officer and certified facility manager, Barker has over 20 years international airport development, infrastructure and asset management experience.

Before his role as HAS’ Chief Development Officer of the Infrastructure Division, Barker served as HAS’ Deputy Director for Capital Programs. Prior to assuming this role, Barker was the Executive Representative for the IAH Terminal Redevelopment Program and the Assistant Director for Asset Management. He joined the HAS in November 2012.

His previous work assignments have included asset management leadership positions at Dallas-Fort Worth International Airport and the Cincinnati/Northern Kentucky International Airport, and in a variety of consulting engagements at Los Angeles International Airport, Indianapolis International Airport, Hartsfield-Jackson Atlanta International Airport, Northwest Florida Regional Airport and Phoenix Sky Harbor International Airport.
